
TRACY WILLIAMS NAMED PRESIDENT AND CEO OF FLORIDA HEALTH CARE PLANS
Industry executive brings track record of success in driving strategic growth

(Daytona Beach, Fla., April 7, 2025) – Florida Health Care Plans (FHCP), a pioneering provider of health insurance plans and comprehensive health care services since 1974, has named Tracy Williams as President and Chief Executive Officer.
FHCP, an affiliate of Florida Blue and part of the GuideWell family of health solutions companies, provides primary and multispecialty care to its members at over 30 clinical and administrative sites located throughout Brevard, Flagler, St. Johns, Seminole, and Volusia Counties.
Williams, who has been serving as Interim President and CEO since December 2024, succeeds Steven Blumberg, who, with our well wishes, will be continuing his personal leave. Before transitioning to FHCP, Williams oversaw operations and performance for several GuideWell entities with primary and multispecialty care clinics in Florida.

Prior to joining GuideWell in 2020, Williams held senior executive roles at Ascension St. Vincent’s Florida in the Jacksonville area, including President, St. Vincent’s Medical Center Southside, and Chief Operating Officer for St. Vincent’s Healthcare, Acute Care Division. She began her 20-plus year health care career as a physical therapist.

A member of the American College of Healthcare Executives and Medical Group Management Association, Williams earned Master of Health Administration and Master of Physical Therapy degrees from the University of North Florida, where she also obtained a B.S. degree in Sports Medicine-Athletic Training. She serves on several nonprofit boards and actively volunteers in the community.
